fix: tests, util: append DockerTag to container images (#4208)

* tests, utils: introduce registry image URI builder

Add tests/utils/registry.go with a generic builder for constructing
container image URIs.

* tests: use registry image builder, fix missing DockerTag

Migrate all registry URL construction to the new builder pattern.
Previously, tests using pullMethod node did not append DockerTag to the
image URI, causing kubelet to default to :latest which does not exist in
certain base registries where the test suite may run against.
