feat: Bucket A hardening — tests + security + publish guard

Implements 7 tasks from the owner-approved bundle (PR #8 plan):
- P2-004: flip checkbox (pa-session drop recorded in functional.md §3.4)
- P2-007: flip checkbox (reply threading folded into P2-005)
- P3-003: mark dropped (folded into P3-002)
- P3-001: test_build_message_omits_instructions_block in test_loop.py
- P3-002: send-failure-no-archive test + tightened ordering assertion
- S-01: SECURITY.md (manifest change review process) + README link
- S-02: make pre-publish streaming guard (unzip -p / tar -xzOf --wildcards)

Review cycle: Stages a-e all APPROVED (functional, api, security, code,
testing, documentation, completeness). make check green (48 tests).
make pre-publish green. Two post-review fixes applied (GNU tar
--wildcards portability for sdist arm, P3-003 checkbox consistency).
