Upgrade Ruby version to 4.0.4 (#2790)

This commit upgrades the Ruby version of the application from 3.3.x to
4.0.4. It coordinates the update across environment configs, developer
setup documentation, and CI pipelines, while upgrading and auditing gems
for Ruby 4.0 compatibility.

Key changes:
- Upgrade Ruby to 4.0.4 across all project environment files:
  - .ruby-version
  - Gemfile
  - .circleci/config.yml (CI environment configurations)
  - devbox.json / devbox.lock
  - mise.toml
- Update Gemfile and Gemfile.lock:
  - Bundle dependencies with Bundler 4.0.10.
- Upgrade google-protobuf to ~> 4.35 to support Ruby 4.0
(platform-specific 3.25 gems require Ruby < 3.4).
- Pin openssl gem for security fixes independent of the Ruby stdlib
package version.
- Add benchmark gem to development/test dependencies as it is no longer
a default gem in Ruby 4.0 and is required by RuboCop (via bixby).
- Remove transitive axe-core dependencies (such as virtus, axiom-types,
coercible, descendants_tracker, ice_nine, thread_safe) following the
axe-core upgrade to 4.12.0.
- Update developer installation steps in README.md to specify
instructions for Ruby 4.0.4 using openssl@3.y releases
