test(backend): 2000ms timeout for retry operations (#1550)

Exponential backoff timeout implies the usage of a random number of
milliseconds, between 0 and 1000, to avoid syncronization problems. This implied
that some tests failed to check that messages successfully arrived after 1000ms.
