Remove flags from _ensure_container (#580) (#1307)

Remove the internal flags argument from _ensure_container so it no longer advertises or applies flag mutation. Preserve allow_objects explicitly in merge conversion, where raw inputs still need the flag during OmegaConf.create/OmegaConf.structured construction.

Add regression coverage that merging into an allow_objects config does not mutate an existing input config.
