chore: pin GitHub Actions to commit SHAs and drop deprecated runtimes

Pin every GitHub Actions reference to a full commit SHA so CI and release workflows run immutable, known action code instead of mutable tags that an upstream repo could silently repoint. This is supply-chain hygiene: a compromised tag can no longer change what runs against our tokens.

Also upgrade the actions still on GitHub's deprecated Node runtimes to current supported releases so these workflows keep working. Behavior is otherwise unchanged -- maintenance only, no functional change to the crate.
