Fix stale bin/ test binary references in xccy plan doc

PR #236's plan doc referenced bin/dal_cpp_tests, which check_docs.py
flags: the staged install goes stale, the build tree is the canonical
location. Master has been red on Documentation integrity since the
merge. Point all 8 run commands at the build-tree binary.
