refactor: collapse bb_dispatch_api module into bb_http_server (#935)

Merge bb_dispatch_api.c's (method,path)->handler dispatch table into its
portable sibling route_registry.c, and move its public declarations into
bb_http_server.h. Removes the standalone bb_dispatch_api public header/TU
seam for what is a thin internal module inside bb_http_server -- no
consumer outside the component included bb_dispatch_api.h. Pure
relocation; add/lookup/count/reset semantics and function names unchanged.
