fix(ci): stop stale :6321 listeners breaking remix-serve e2e

A leftover forst.run invoke child from multipackage-dev reload e2e kept
:6321 occupied; standalone e2e then got a false-positive invoke /health
from the orphan while the new forst run panicked on bind and never
started remix.

Extend kill-forst-tcp-listeners to match forst.run cmdlines and add
--force to SIGKILL any remaining listener on a port. Reap go-child.pid
and force-free :6321 in multipackage reload cleanup. In standalone e2e,
force-free :6321/:6322, wait for node.sock.ready before invoke health,
and fail fast if forst run exits early. Add kill-forst-tcp-listeners
shell tests via task test:scripts.
