ci(docs): drop configure-pages step, mirror C SDK template

The GITHUB_TOKEN available to Actions cannot create the Pages site
(Resource not accessible by integration), so configure-pages fails.
Match the C SDK docs workflow: build docs, upload artifact, deploy.
Deployment requires GitHub Pages to be enabled once per repo under
Settings > Pages > Source: GitHub Actions.
