feat(sdks): add mTLS contract clause + Kotlin/Swift/C/C++ SDK support (#198)

Extend the platform-side SDK coordination surface for four new SDK languages
(Kotlin, Swift, C, C++) and for client-certificate mutual TLS across all SDKs.

- sdks/CONTRACT.md: add §6.1 (client-certificate / mTLS presentation API, PEM
  cert+key baseline, applied to REST and gRPC, strict verification preserved);
  extend every per-language table (§1 casing + async, §4 cookie-jar, §7
  Sensitive, §9 single-flight, §10 middleware, §11 helpers) to cover Kotlin,
  Swift, C and C++; add the four repos to the "where the SDKs live" table;
  record both additions in the breaking-changes log (non-breaking/additive);
  bump contract version to 1.2.
- scripts/mass-tag.sh: register axiam-kotlin-sdk, axiam-swift-sdk, axiam-c-sdk
  and axiam-cplusplus-sdk; add version discovery + bump rules (gradle.properties;
  podspec; vcpkg.json + CMakeLists.txt + conanfile.py).
- claude_dev/publishing-and-secrets.md: document Maven Central (Kotlin, reusing
  the io.github.ilpanich namespace + GPG key), SwiftPM/CocoaPods (Swift), and
  GitHub Releases + vcpkg/Conan recipes (C, C++); Coveralls tooling rows; tag
  publish matrix; maven-central environment for Kotlin.
- benchmarks/sdk/{kotlin,swift,c,cpp}/: additive pending scaffolds (run.sh +
  TODO.md) auto-discovered by run-all.sh; shared harness files untouched to
  avoid colliding with the pending benchmark-upgrade branch.
