ci: release フローを workflow_dispatch 起点に変更（publish 先行）

GitHub Release 作成をトリガーにする従来構成は，publish 失敗時に
タグと Release だけが先に確定してしまう。Immutable Releases では
そのタグ名を再利用できず，バージョン番号を 1 つ焼き払う羽目になる。

workflow_dispatch から npm publish（prepublishOnly で検証）を先に成功
させ，その後で gh release create によりタグと Release を作る順序へ変更。
