Bump @sourceacademy/language-directory to 0.0.13 for the PVML evaluator (#4118)

py-slang PR source-academy/py-slang#236 revived the PVML-in-browser
pathway and language-directory PR source-academy/language-directory#39
added the corresponding "PVML" evaluator entries for Python §1-4. Both
merged and deployed, but the frontend's language selector (via
LanguageDirectorySaga.ts, which statically imports `languages` from
this package rather than fetching directory.json at runtime when
pointed at the default GitHub Pages URL) was still pinned to tag
0.0.12, resolving to a commit two versions behind #39 -- so the new
evaluator never appeared in the dropdown despite both upstream merges
being live.
