Add Windows to the CI matrix and fix Windows compatibility

- Run lint/tests/coverage on windows-latest in addition to ubuntu-latest
- Add the [test] extra (pytest, pytest-cov, flake8, coveralls) that CI installs
- Close the key file stream in KeyFactory so Windows can delete the file
- Make encryption tests independent of the zlib implementation
  (zlib-ng, used by CPython 3.14 on Windows, produces different bytes)
- Install the package with extras in the devcontainer post-create step
