api: include vote memo in the paginated votes list

GET /votes (votesList) reads from the indexer, which does not store the memo, so
listing an election's votes returned no memos. Read each listed vote's memo from
the authoritative state (same call as GET /votes/{voteId}), so a client can
iterate an election's cast votes and get every memo from the paginated list — no
per-vote round trips. Bounded by the page size.
