Update Mountain Standard Time (Mexico) mapping (#1547)

* Fix Mexico Mountain timezone mapping ♜

Use the current CLDR target America/Mazatlan for Mountain Standard Time (Mexico) and cover its July 2026 UTC-7 offset.
