Improve CI configuration and fix test gaps

- Add race detection and atomic coverage mode to test runner
- Fix hack/find-godeps.sh basepath to use $(CURDIR) instead of .
- Remove legacy GOPATH and Travis CI references from Makefile
- Make fakeExec thread-safe for concurrent test usage
- Fix concurrent test plugin setup and use unique pod IDs
- Exclude goconst from test files in linter config
