refactor: delete four uncomposed bb_pub/bb_sink_* components (#857)

- the four are composed into zero board profiles and have no external consumers
- bb_mqtt_telemetry / bb_sink_http_telemetry / bb_telemetry / bb_sink_mqtt / bb_pub_telemetry / bb_sink_ws are DEFERRED to bb_pub's wave: host tests covering SURVIVING components (test_bb_pub_sink_mutex.c, test_bb_telemetry_coupling.c) depend on them, and bb_sink_ws is the sole consumer of bb_ws_server's close_client / set_connect_cb API
- deferring costs nothing; the alternative was throwaway tests for seams bb_data is about to rewire
- prune two stale di_legacy fence baseline entries pointing at files deleted by this and a prior commit (bb_sink_event.h here, bb_info.c from #856) -- --update-baseline collapses per-file markers into a shared (type, id) identity for rename-stability, so a deleted file's entry survives as long as any sibling file still matches the same identity (see components/bb_pub/*/include/*.h all resolving to parent-dir name "include")
- remove five dead build_flags in platformio.ini for the deleted components' TESTING/tuning knobs
- squeeze five double-blank-line gaps left by the deletions in test/test_host/test_main.c
- rephrase a bb_cache CMakeLists.txt comment to state the Kconfig-conditional-REQUIRES rule directly instead of citing bb_alert (itself slated for deletion, B1-881)
