build(deps): upgrade samael 0.0.22, rand 0.10, eslint-plugin-react-hooks 7.1.1 (#165)

Resolves three breaking Dependabot upgrades (#157, #155, #161).

samael 0.0.19 -> 0.0.22 (#157):
- `samael::crypto::verify_signed_xml` free fn is now the `CryptoProvider`
  trait method impl'd by `XmlSec`, taking `&CertificateDer` instead of
  `&[u8]`. Adapted axiam-federation `verify_signature` accordingly.

rand 0.9 -> 0.10 (#155):
- High-level RNG methods (`random`, `random_range`, `fill`) moved from the
  `Rng` trait to the new `RngExt` trait; `RngCore` is no longer re-exported
  from `rand` (`fill_bytes` now comes via `Rng`). Updated all call-site
  imports/UFCS across axiam-auth, axiam-db, axiam-oauth2, axiam-api-rest.

eslint-plugin-react-hooks 7.0.1 -> 7.1.1 (#161):
- New `react-hooks/set-state-in-effect` errors fixed by deriving state
  without an effect: render-time prev-value guard in SearchInput, lazy
  `useState` initializer in LoginPage.
- Removed two now-stale `eslint-disable-next-line` directives the updated
  rule no longer flags (ResourceTree, OrganizationDetailPage).
