Go public: CI to hosted runners, drop self-hosted

The repo is going public, so the workflows must not run on the self-hosted
runner (fork PRs would execute arbitrary code on the box). Move all three
callers to the hosted rust-ci matrix: ci.yml drops the self-hosted os/runs-on
inputs (the rustcrypto job runs on ubuntu-latest), style.yml and audit.yml drop
their self-hosted runs-on. publish stays false; crates.io release is still
gated (proving it out internally first).
