bind deployr.conf to django and deployr

- to configure the deployr username/password, create a
  deploy/deployr.conf file with the appropriate user/password. This then
  gets mounted into the django and deployr containers
- also mucking with radiant -
  http://localhost:3838/miracle/luxedemo/apps/shiny-demo can render
  properly but radiant itself is broken, possibly because of the move to
  https://github.com/radiant-rstats/radiant
- TODO: adduser.py can be moved back into the deployr image since it
  only depends on the existence of a /opt/deployr/deployr.conf file with
  the user/pass info that Django needs
