fix: fold duplicate ids when restoring a persisted snapshot

a snapshot written by a build that could duplicate ids stays corrupt on load: past
the first match, every id-keyed lookup misses the other copy, and the next save
writes the corruption back.

fold workspaces sharing an id into the first occurrence, and keep only the first
snapshot of any repeated session id, whether it repeats inside one workspace or
across two workspaces with distinct ids.
