Bump dependencies (dependabot batch)

Apply the open dependabot upgrades in one pass (they were opened against the
pre-consolidation tree and no longer merge cleanly): reqwest 0.13.2,
tokio 1.51, rusqlite 0.39, clap 4.6, anyhow 1.0.103, plus indexmap, rand,
rustls-webpki and transitive refreshes via `cargo update`.

Verified: build, clippy -D warnings, 104 tests, cargo audit clean, TLS stack
still rustls+ring (no aws-lc-sys / openssl-sys), live CLI + MCP against AON.
