Initial commit for Babelfish v5.8 (#4886)

This commit contains the following changes:

1. Add version info and upgrade test schedules for 17.11, 16.16, 15.20 and 14.25
2. Add upgrade schedule files for 17.11, 16.16, 15.20 and 14.25
3. Bump babelfish_version from 5.7.0 to 5.8.0
4. Update T-SQL extension version to 5.8.0 and add following upgrade scripts:
     a. babelfishpg_tsql--5.7.0--5.8.0.sql
     b. babelfishpg_tsql--4.12.0--5.0.0.sql
5. Update common extension version to 5.8.0 and add following upgrade scripts:
    a. babelfish_common_helper--5.7.0--5.8.0.sql
    b. babelfishpg_common--4.12.0--5.0.0.sql
    c. spatial_types--5.7.0--5.8.0.sql
6. Update version-branch-template.yml with stable branch mappings for 14.24, 15.19, 16.15 and 17.11
7. Update antlr_version selection in upgrade-test.yml and pg_dump-restore-test.yml to include 16.16
8. Update upgrade-test-configuration.yml with new version entries for 14.25, 15.20, 16.16 and 17.11
9. Update expected_drop.out with expected unexpected drops for:
    a. function sys.babelfish_update_server_collation_name in babelfishpg_tsql--4.12.0--5.0.0.sql
    b. function sys.babelfish_update_server_collation_name in babelfishpg_tsql--5.7.0--5.8.0.sql
    c. procedure sys.babelfish_drop_deprecated_object in babelfishpg_tsql--5.7.0--5.8.0.sql
