test(csp): integration tests for process auth/sign/weight/check

End-to-end coverage of the process-scoped CSP handlers (0% before): auth (OTP), resend,
sign, weight and check against a published multi-question process, including the
eligibility subset (member eligible for one question but not another), the unverified-sign
and cross-process-token gates, and a malformed process id (review #9 / coverage).
