Harden the App-token path and version-track validation

The push pre-flight cannot exercise server-side ruleset checks (git
push --dry-run never runs them), so the App being a ruleset bypass
actor is documented as required setup rather than claimed as verified;
the branch-push warning now names a GH013 rejection's likely cause. A
failed App token mint now falls through to the bot PAT instead of
failing the job (critically, a refresh failure after the maven deploy
no longer strands the release), and the refresh only runs if the first
mint worked so pushes use the token source the pre-flight tested.
releaseVersion and developmentVersion must now belong to the branch
being released (2.8.x only accepts 2.8.*).
