ci: rely on the bundled npm for publish

The global npm install -g npm@latest self-upgrade corrupted npm's own
module tree on the node 24.18 runner (publish died with MODULE_NOT_FOUND
on sigstore from libnpmpublish). The upgrade is obsolete anyway: OIDC
trusted publishing needs npm >= 11.5.1 and node 24.18 bundles 11.16.0.
