feat(log-analysis): preallocate bin log arrays and add scaled accessors

switch .bin parsing to a two-pass flow
first pass counts message occurrences without storing payloads
second pass allocates exact-size NumPy arrays and fills them
add get_field() and iter_message_records() as the public read API
apply c/C/e/E fixed-point scaling on access
keep raw NumPy storage private
update quality-check logic and tests for the new extraction model
