Close the reap-before-CAS race in pid-based teardown watchdogs

backend_wait reaped the child and released its pid before the deadline/
cancel watchdogs claimed the timeout arbiter, so a watchdog winning that
CAS after reap no longer proved the pid it was about to kill still
belonged to the original child; on a shared process-group no-grace path
this could raw-kill a recycled pid. Route the shared-group kill through
the owned Child (start_kill) instead of a raw pid, close the same
load-then-kill window in arm_cancel_watchdog, and update the stream.rs
comment to match the actual ordering.
