docs: add design for embedded template identity and space governance

Two stacked features (issue #544): identifying templates by embedded
IRIs (like views and queries) instead of the assertion graph URI /
nanopub URI, and — building on that — template kinds as space-governed
maintained resources, porting the views model from
views-and-presets-as-maintained-resources.md.
