feat: add bb_settings wifi-creds field table + provider seam over bb_config (#775)

- bb_wifi_creds: interface-only wifi-credential-provider vtable seam
- bb_settings: default provider implementation forwarding to bb_config,
  targeting the same NVS namespace/keys bb_nv_config already uses
  (byte-compatible with provisioned boards via bb_storage's STR-typed
  nvs get/set path)
- host tests: round-trip, has_creds, clear, size-probe/truncation, and
  vtable-indirection coverage over a fake in-memory "nvs" backend

NVS lifecycle (factory-reset/boot-count/pending-creds) and bb_manifest
dissolution are deferred to later PRs.
