Add --apb-buffer APB slave-side register slice (0.7.0b5)

Beta 5 of the 0.7.0 series. Highlight since 0.7.0b4:

- --apb-buffer {none,in,out,both}: optional single-flop register slice
  on the APB slave-side I/O, preserving the APB handshake via
  PREADY-stretching. Requires clk_src='design'; foundation for
  upcoming pipelining support (#75).
