Fix RuboCop config warnings (#670)

## Summary
- remove the global obsolete `Naming/PredicateName` RuboCop config that
produced unparsable Overcommit output
- keep the existing predicate method names via targeted `rubocop:disable
Naming` directives that work with both RuboCop 1.0 and current RuboCop

## Verification
- `bundle exec rubocop --force-exclusion`
- `OVERCOMMIT_NO_VERIFY=1 bundle exec overcommit --run pre_commit`
- `bundle exec rspec spec/haml_lint/linter/rubocop_spec.rb`
- `BUNDLE_GEMFILE=gemfiles/rubocop1.0.gemfile bundle exec rspec
