Add spectrum popup to the GUI

Adds a spectrum popup to the GUI, which shows the spectrum of the marked location (or cube average if there is no marked location). Spectra can be added to the popup persistently to allow comparison between spectra (this also adds indicator markers to the main GUI plot).

Created a new button frame above the plot, which now also holds the view header button, and has space for more buttons (e.g. extra popups like #570).
