Always contruct targets with bounds on rzz gates (#2960)

### Summary

- All backend targets have bounds `(0, pi/2)` for `rzz` instructions.
- The mechanism of the `FoldRzzAngle` pass is registered in the wrap
angles registry.
- The fractional-dynamic plugin is not used anymore.
