Add tests and improve docs for `box_circuit` (#2967)

### Summary
The function (central, used by multiple `prepare` functions) is
currently untested.

This PR adds tests and improves the documentation, clarifying how it
uses the samplomatic passmanager behind the scenes. In addition, it
consolidates how it's used by the various `prepare` functions and by
`get_layers`, ensuring that all of these functions consume the options
in the same way.
