Coveralls nonfatal (#20)

* CI: make Coveralls non-fatal so outages don't fail the build

Coverage reporting should not gate the build. A Coveralls service outage (HTTP 503 'queue full') was failing the Tests workflow, which in turn skipped the gated PyPI publish (publish_package runs only on Tests success). Mark the Coveralls upload and finish steps fail-on-error: false so a Coveralls outage is a warning, not a red build.

* CI: set skip-existing on the PyPI publish step

Makes the publish idempotent so re-running the workflow (e.g. to refresh coverage after a Coveralls outage) does not fail when the version is already on PyPI.
