fix(vscode-forst): align VS Code engine and types to 1.74

The extension only needs VS Code 1.74+ (`LogOutputChannel` via
`createOutputChannel(..., { log: true })`). Restore `engines.vscode`
to ^1.74.0 and pin `@types/vscode` to 1.74.0 so `vsce` validation
passes (types minor must not exceed engines) and local installs do
not pull newer API types.
