fix: move certificate reads into before() hook to prevent CI flakiness

- Move readCertificateChain() calls from module-level scope
  into the before() hook in test_certificate_alarm.ts so
  missing certificate files cause a graceful test failure
  instead of crashing the entire test runner at load time.
- Remove --silent from npx pki demo command in
  node-opcua-samples so certificate generation failures
  are visible in CI logs.
