fix: keep update.available retained event current so the badge appears (B1-351) (#536)

- remove transition/initial_publish guards from all four publish_state() call
  sites in bb_update_check_common.c (streaming no-asset, streaming version-
  compare, custom-parser no-asset, custom-parser version-compare)
- publish_state() now fires unconditionally on every successful check so the
  retained ring snapshot is always current for late-connecting sse clients
- drop was_available and first_call locals that were only used by the removed
  guards
- add four tests covering streaming and custom-parser paths: single check
  payload content and second-check ring-count growth confirming unconditional
  publish
