- arm TPS546 VIN-UV sag warn threshold (B1-308 consumer)
- fault-aware vcore watchdog FAULT_HOLD consumer wiring (TA-435): read OC
  fault, latch vcore_fault_held in NVS, emit vcore_fault_held on the
  /api/sensors miner section + /api/health
- expose asic_task_get_vcore_fault_held outside ASIC_CHIP guard + non-ASIC stubs
- bump breadboard pin to v0.68.0
