Add an opt-in flag for input-signature inference in the refactoring (#645)

* Complete the input-signature inference opt-in flag (#481)

The processor field, evaluator wiring, source-write gating (#563), and
memoization (#612) already existed. Add the two remaining surfaces now that
the wizard's `addOptions` hook is available (#628):

- Default the processor's `inferInputSignatures` field from a new
  `edu.cuny.hunter.hybridize.inferInputSignatures` system property (for
  headless runs, mirroring `dumpCallGraph`), still overridden by the
  constructor argument, and add a `setInferInputSignatures` setter.
- Add an `inferInputSignatures` checkbox to the refactoring wizard's options,
  seeded from the processor's current value and wired to the setter.

Closes #481.

* Test the inferInputSignatures setter

Cover `setInferInputSignatures` (the setter the wizard checkbox calls),
raising patch coverage on the #481 change. The remaining uncovered lines are
the SWT wizard checkbox, which has no test harness.
