fix(ci): mark workspace safe for git in Semgrep container

Push-triggered Code Quality runs resolve the Semgrep baseline via
git fetch/merge-base, which fails with exit 128 (dubious ownership)
inside the semgrep/semgrep container unless safe.directory is set.
