fix: poll for wifi/DNS settle before first OTA attempt (B1-256) (#524)

An OTA fired seconds after reboot could exhaust all download attempts before
DHCP bound an address (esp32-c3 single-core path). Replace the one-shot 2 s
wifi-has-ip retry with a bounded poll (500 ms steps up to the new knob
CONFIG_BB_OTA_PULL_WIFI_SETTLE_MS, default 8000 ms; 0 = fail fast). Zero added
delay on a healthy board — the first poll passes.
