refactor: collapse tps546 slinear11 mv/ma/c_int into tps546_slinear11_scaled (B1-342) (#505)

to_mv and to_ma were byte-identical; to_c_int differed only by scale. Extract a
single tps546_slinear11_scaled(raw, scale) and make the three named decoders thin
wrappers (1000 for mV/mA, 1 for °C). Pure refactor; existing decode tests cover
all branches (incl. exp<0 and negative-mantissa via 0xF802/0xFFFE).
