* fix: revert TPS546 SYNC_CONFIG to 0x10 (undo #548 GammaTurbo regression)

- 0xd0 is the gammaturbo multi-phase value; every non-turbo bitaxe (incl. the 650 gammaduo) uses 0x10 "sync disabled" per esp-miner vcore.c get_tps546_config()
- #548 applied 0xd0 fleet-wide in error

* feat: write TPS546 ON_OFF_CONFIG 0x1B (OPERATION-command rail control, AxeOS parity)

- tm was skipping on_off_config so the chip stayed en-pin/control-pin governed and operation_on was ignored
- a clean inrush-induced rail-off (status 0x0840, no fault) survived reboot
- 0x1b matches axeos (cmd|pu|polarity|delay, cp deliberately unset) so operation_on can re-enable the rail in software
