Swap mktestdocs for Sybil to shrink mypy overrides (#242)

mktestdocs ships no py.typed, so it needed a `[[tool.mypy.overrides]]`
entry. Sybil is typed, so a small `check_md_file` helper built on its
programmatic API drops the override while keeping the per-file doc tests,
their cassettes, and vcr/skip/file_upload markers unchanged.
