fix(stratum): stop forcing WiFi reassociation on pool-connect failures (#547)

pool/DNS unreachability no longer tears down a healthy WiFi association
(misattributing a layer-7 failure to layer-2). WiFi recovery is owned by
breadboard's wifi_reconn.

- remove the stratum wifi-kick callback + the backoff KICK outcome; pool
  failures back off and retry (capped at 60s) without touching WiFi
- bump breadboard pin to v0.65.2: brings the bb_wifi ST_CONNECTING
  watchdog (a stalled reconnect self-heals) and the publisher-to-sink
  enable coupling
