Fix strict docs build: use absolute URL for TEST_WORKSPACE.md link (#217)

The relative link 'tests/TEST_WORKSPACE.md' in CONTRIBUTING.md (included
into docs via include-markdown) is not a documentation file, so mkdocs
--strict aborted with a warning. Point it at the GitHub blob URL, which
renders correctly on GitHub and resolves under strict mode.
