feat(web-react)!: update Toggle component to use composition #DS-564

- Refactored Toggle to compose layout using Flex with space-between alignment.
- Added a codemod to add marginY="space-0" for Toggle inside Stack with hasSpacing.
- Updated documentation and migration guides.

BREAKING CHANGE: Toggle now requires explicit margin management when used within Stack components.
